how do I measure 1/10 of a teaspoon?

Answer 1

You don’t. Just put in a “pinch” of whatever it is.

Answer 2

1/10 = 2/20
1/4 = 5/20

Fill your 1/4 tsp measuring spoon a little less than half full

Answer 3

You will just have to guess as it is so little you would need a labs electronic scales to get it exactly.
I would just use a pinch of what I could hold between my thumb and middle finger, stir in and have a taste and see if what I was making needed more.
More details about what you are doing and what you are trying to measure would have helped.
